At first, you should go to your browser or Google and search "Google Tag Manager " . Next, click on "START FOR FREE" to complete all necessary steps that should be displayed.
Here you should to fill up Account Name and country. You should to fill the account column as a business name. Then click on the "Container Name" and fill it(eg-www.mysite.com). Then select your targeting platform as "Web"(if you want to target 'web') and click on "Create". Next read the all terms and conditions of Google tag manager and select accept then "Yes".
After that Google tag manager will give you to code that will displayed. Copy the 1st code and paste it onto every page of your website. Paste this code high <head> tag of the page as possible. Then the 2nd code additionally paste immediately after opening <body> tag section.
Now, see at the top of your desktop/phone screen, three main sections-
* WORKSPACE
* VERSIONS
* ADMIN

* WORKSPACE: You will seen all working data in this section by clicking on "Overview" and you will keep your tracking code in Tag section.

* VERSIONS: In the Versions section you will get some benefits. If you do small wrong then you will able to quickly revert them by edit. Anytime you will able to changed it.
* ADMIN: In admin section you can monitoring your Google Tag Manager account. Here you can change your accounts label, name and country anything. Then you can set up your privacy options like two step verification authorization process, user management etcetera. Next you will manage your container section like settings, activity, import/export container, external account links, approval queue and many other options.
